Council director of Infrastructure Services Robert Scott said a temporary road sealing layer was often used in cooler temperatures to bind the road surface until the final layer is applied.
“The corduroy is currently covered by what is called a primer seal,” Mr Scott said.
“It is thinner than a final asphalt layer and binds much better to the road base in colder conditions.
“That’s why we use it to hold the road together until we can come back when it is a bit warmer and finish the road completely.”
Road users has expressed their concerns that the road surface was damaged, just weeks after months of work on the road.
Mr Scott said the surface may suffer some deterioration but that would be fixed before the road was sealed.
“There may be some potholing because the primer seal is quite thin and moisture can penetrate the surface and cause it to break up,” Mr Scott said.
“But that will all be taken care off before the final road seal.”
Mr Scott said the money for most of the work on Crescent Head Rd came from grant funding and not from the council works budget.
“The road widening we have done to improve the safety of Crescent head Rd was part of a $250,000 grant that had to be discharged before the end of the financial year,” he said.
