It is believed the men were collecting lobster pots when a wave pushed the boat onto rocks just below Big Nobby at Crescent Head.
Local Crescent Head surfers Anthony Adams, Ricky Thomas and Ross Walton were just about to go for a surf when they heard the call.
“I was checking out the surf at Crescent Head when a jogger came down yelling that two people were drowning,” Mr Adams said.
“We got up the top and realised we couldn’t just swim out so we got our boards and ran over to the other side of Shelly Beach, near Big Nobby.
“When we arrived we could see two people bobbing their heads out of the water about 50m off the shore near the rocks.
“I then paddled out in between the gap and got to the two men.
"One was able to swim to safety and get to the rocks but the other was in trouble.
"I told the man in trouble to get his clothes off because he had tracksuit pants and a long jumper on that was weighing him down.
“I got him on the board and slowly swam in and the boys helped the other man get off the rocks.”
The boat was winched out of the water on Wednesday morning.
NSW Water Police told The Macleay Argus that the incident was being investigated by Marine Rescue NSW, South West Rocks.
