Emergency services were called to Regent Street, following reports that a house was on fire about 8.20am Thursday.
On arrival, a three-bedroom wooden house was found to be well-alight.
A female resident escaped from the house and was uninjured.
After the fire was extinguished, further inquiries led police to locate a hydroponic cannabis set-up inside the premises.
A crime scene warrant was applied for and granted and specialist police have been requested to attend and examine the scene.
A 20-year-old male resident of the house later presented himself to Kempsey Police Station.
He was issued with a Future Service Court Attendance Notice for enhanced cultivation of a prohibited plant.
He is due to appear before Kempsey Local Court on Monday, June 29, 2015.
The fire itself is not considered to be suspicious, however investigations are continuing.
