The decision was made following an extraordinary meeting of council on Friday night.
Mr Rawlings is on leave effective today and council's director corporate management, Daryl Hagger, has been appointed acting general manager while the recruitment process for Mr Rawlings' replacement is carried out.
Mayor Liz Campbell thanked Mr Rawlings for his contribution to the organisation and community.
This is the most appropriate time for me to seek new opportunities and allow space for council to operate in a new way
- David Rawlings
"This council and our community have benefitted greatly from the experience and leadership David has provided over many years, particularly in addressing the significant loans borrowings and debts council was carrying when he commenced,” Cr Campbell said.
"Councillors have identified the need to undertake significant change within the organisation, particularly in relation to the culture and our vision for future projects and services.
“We have agreed that it is time for a fresh leadership approach in order to move the organisation in a new direction."
In a message to staff, Mr Rawlings explained his decision and acknowledged the hard work of many people to provide outcomes for the community.
“I’ve worked with the council to come to this decision and having been in the role for eight years. It’s the right time for change.
“For my career and the life stage of my family, this is the most appropriate time for me to seek new opportunities and allow space for council to operate in a new way,” Mr Rawlings said.
Recruitment of a new general manager is expected to take a number of months.
“Just recently, council adopted an ambitious Delivery Program, focused around significant investment in our economic and social growth over the next four years,” Cr Campbell said.
“I want to assure the community that delivering on the things we have outlined for the future is the highest priority for this council.”
It’s understood council will await the organisational review by the consultants, LKS Quaero, before crafting a position description for the general manager role.
The organisational review report of council could be tabled as soon as the August meeting.
In the interim, it will be ‘business as usual’ as much as possible at council, and staff are encouraged to continue to identify any potential operating efficiencies.
