Kempsey Shire Council is seeking public comment on the Horseshoe Bay Reserve Masterplan to guide the development of the plan and inform the route of the walkway.
Ongoing community discussions have been held since 2014 to gauge how the masterplan can best meet the future needs of the local village.
Issues of infrastructure, protection of the natural environment, and recreational space usage have all emerged as significant to the future of South West Rocks.
Council’s Director Operations and Planning, Robert Fish, said landscape architecture firm Plummer and Smith had been engaged to review and refresh the reserve masterplan.
“In May, council held a community catch up in South West Rocks and we heard from the attendees that the natural beauty, the beaches and associated lifestyle and community spirit are highly valued, and that delivery of the masterplan was very important,” Mr Fish said.
“The masterplan will provide council, government stakeholders and the community with the opportunity to consider a range of issues affecting the Horseshoe Bay Reserve, now and into the future.”
Council has received $357,000 in funding from the NSW Government’s Stronger Country Communities Fund to construct the Monument Point walkway to connect the beach, headland car park, kiosk, surf club and playground.
Concept designs for the walkway will soon be developed to improve pedestrian mobility, connectivity and access, while featuring lookout points, seating, and arts and cultural installations.
A community workshop about the Horseshoe Bay Reserve Masterplan and Monument Point walkway will be held at the South West Rocks Surf Club on Wednesday, December 12 from 5.00 to 8.00pm.

Based on feedback, council will develop a revised Horseshoe Bay Reserve Masterplan and the community will have further opportunity to comment next year.
