At 7am council staff located the main break in Cochrane St and repair options were assessed.
Water supply was restored at 8.30am, with pressure set to improve over the next few hours to houses and businesses in East and West Kempsey.
In order to complete repair works, water supply to Cochrane St has been turned off and will remain off for the rest of the day.
An excavator is being used to dig up the section of pipeline, which is buried beneath a stormwater culvert, to enable repairs to be completed.
Council appreciates residents patience and apologises for any inconvenience.
