The public is being urged to remain calm and stop stockpiling toilet paper.
Aldi in Kempsey had around 12 packs of toilet paper left on Wednesday afternoon, while Woolworths' toilet paper isle was empty save for a couple of shelves.
Coles in South West Rocks has also been hit by the panic buying.
This comes after Woolworths announced it will be placing a purchasing limit on toilet paper packs as suppliers ramp up production to meet the demand.
The purchase limit of four packs per customer transaction applies in-store and online.
"It will help shore up stock levels as suppliers ramp up local production and deliveries in response to higher than usual demand," the statement from Woolworths read.
"Our teams are continuing to work hard on restocking stores with long-life food and groceries from our distribution centres.
"The vast majority of the products in our range remain available for our customers as normal."
Despite bare shelves in Aldi and Woolworths in Kempsey, owner of Central Kempsey IGA Rohan Simpson said they haven't been impacted by the stockpiling.
"We haven't really seen any change and haven't been impacted by it yet," Rohan said.
The NSW Government is urging the public not to panic and refrain from bulk-buying at supermarkets.
