Officers saw the man riding the mower on Wednesday. The man waved at police and stopped when directed to do so.
Police smelt alcohol on the rider's breath. He was subjected to a breath test which allegedly returned a positive result.
He told the officers that he had just cut his mate's grass, and was heading home.
The man was charged with low range PCA and is to appear before Kempsey Local Court.
