The Port Macquarie-Hastings region has also been flagged as potentially going into lockdown due to two locally acquired COVID positive cases.
NSW Health Minister Brad Hazzard said there are three areas that are being looked at closely to determine lockdown restrictions.
"Port Macquarie in one of those areas, Kempsey might have an extension and Muswellbrook is also being considered as a result of cases in those areas," he said.
Mr Hazzard said a decision on lockdown restrictions for Port Macquarie and Kempsey will be made this afternoon (September 28).
"These decisions are not made lightly. There's more work to do and the public health team will do that work this afternoon, but I'm putting the community on notice that there may be a further announcement today in regard to all three of those areas or any one of those three areas.
"We're urging people in these areas to be cautious and to go out and get vaccinated."
There were no new cases reported of COVID-19 in the Mid North Coast Local Health District to 8pm last night (Monday, September 27).

NSW recorded 863 new COVID-cases to 8pm last night.
Seven deaths, including four women and three men were also reported.
One person was in their 40s, one person was in their 50s, two people were in their 70s, two people were in their 80s and one person was in their 90s.
Three people had received two doses of a COVID-19 vaccine, three people had received one dose of a COVID-19 vaccine, and one person was not vaccinated.
The Mid North Coast community has responded to the recent call for increased COVID-19 testing. More than 1,400 tests were conducted across the region yesterday (Monday, September 27), 933 of which were at Port Macquarie.
"I'd like to thank our wonderful staff at our testing clinics for all their tireless efforts and the community for coming forward for testing and helping us to keep each other safe," chief executive Mid North Coast Local Health District Stewart Dowrick said.
"We continue to urge anyone feeling unwell - even with the mildest of symptoms such as a runny nose, scratchy or sore throat, cough, fever, shortness of breath, headache, tiredness, loss of taste or smell, nausea, diarrhoea or muscle aches - to self-isolate and seek COVID-19 testing."
Positive cases in the Mid North Coast Health District now total 10:
- PORT MACQUARIE: 2
- KEMPSEY: 4
- COFFS HARBOUR: 4
There have been 16 cases reported in the MNCLHD since the beginning of the current NSW outbreak in June.
There are 20 venues of concern linked to two positive COVID cases in Port Macquarie.
MNCLHD released the extensive list on Sunday night (September 26).
Port Macquarie Airport and two businesses in Nambucca Heads have also been listed as venues of concern after two other confirmed cases of COVID-19 visited the region separately.
Kempsey: stay-at-home orders
All residents in the Kempsey LGA must stay at home unless it is for an essential reason, which includes:
- shopping for food
- medical care
- getting vaccinated
- compassionate needs
- exercise
- work or tertiary education if you can't work or study at home
People who are fully vaccinated can attend an outdoor gathering of up to five people for exercise or outdoor recreation, as long as all of those aged 16 or older are fully vaccinated.
To determine the extent of the risk and detect any further potential COVID-19 cases in the area, the MNCLHD is calling on the communities to come forward for testing in large numbers.
Kempsey commenced a seven-day lockdown at 5pm, Tuesday 21 September. Case numbers will determine the outcome of a review after this seven days is complete.
