Last year council received $11 million in State and Federal government funding to construct an Adventure and Recreation Facility at the existing runway in Aldavilla.
The proposed changes are specifically focused on the approval of indoor recreational activity on the property including a rock climbing wall and space for indoor sports.
Currently, indoor activities are prohibited by regulations applying to the airport land, so approval is required.
The proposal is separate to the development application for the overall park, and is being dealt with through a different regulatory assessment process.
Councillor Sue McGinn explained in the meeting that this is a plan B for the council, as they "believe that the airport land usage actually does accommodate the development application that is to be determined".
"It's actually very exciting and I look forward to the development application continuing," Cr McGinn said.
Councillor Leo Hauville spoke against the plan.
"I don't think we should be sending this as a gateway submission, we should be going with the Joint Regional Planning Process, and not have this as a back up," Cr Hauville said.
The council voted 5 to 2 in favour of the proposal.
Cr Campbell, Cr Baxter, Cr McGinn, Cr Patterson and Cr Saul voted for while Cr Hauville and Cr Morris against.
The proposal will now be submitted to the State government for approval.
General manager, Craig Milburn told the Argus that these steps show how much the project is progressing, and said that they have recently appointed design consultants.
"We are actually moving along with those design elements, and hope to have the development application submitted in late November," Mr Milburn said.
