Construction of a coastal walkway that will connect the natural landscape features of Monument Point at Horseshoe Bay, South West Rocks will begin next week.

Kempsey Shire Council has finalised concept designs for Monument Point walkway, incorporating community feedback, and will begin staged construction on Monday, March 4.
Director of Operations and Planning, Robert Fish, said the project is being funded by a $357,000 grant received from the NSW Government’s Stronger Country Communities Fund and a council contribution.
“The walkway will connect the beach at Horseshoe Bay, the headland car park and recreational facilities such as kiosk, surf club and playground,” Mr Fish said.
“The design has been adjusted based on feedback we received at a community workshop in December last year with slight revisions to the alignment and geometry of the walkway route.”
The Member for Oxley, Melinda Pavey MP, said the project will complement the area’s natural beauty and enhance its amenity – for locals and tourists alike.
Landscape architects Plummer and Smith have developed the walkway design plans to enhance landscape flows using features such as multiple viewing points, rock step paths to the beach, and timber seating.
Construction of the walkway will begin at the surf club end of Horseshoe Bay Reserve and will occur between 6:30am and 3:30pm weekdays, with the exclusion of public holidays and school holidays.
Council advises there will be some impacts to community access and parking throughout the duration of the project, including fencing around the construction zone, and the use of some parking bays for construction machinery and vehicles.
Traffic control will be in place while heavy plant equipment is being used, while dust and noise impacts are expected to be minimal.
Council will seek to retain as much of existing seating as possible during construction, however, some seats will need to be temporarily removed and later replaced.
The walkway is expected to be complete by the end of July 2019, depending on weather conditions.
Council is also progressing with the designs for the Horseshoe Bay Reserve Masterplan after the successful community workshop held at South West Rocks in December last year.
A second community workshop is planned for early April to give residents a further opportunity to provide feedback into the Masterplan.
