Across 178 action items, the draft plan includes more than $6.4 million invested into upgrading sealed roads, $3.6 million in bridge replacement work and prioritising the delivery of significant grant funded projects throughout the Shire.
The draft 2019-20 Operational Plan seeks to meet the broad objectives set out by council in its 2017-2021 Delivery Program and is arranged according to the key themes healthy, wealthy, safe, connected and governance. Each action identifies performance measures, the type of funding required and the area of council that will be responsible for delivery.
The Long Term Financial Plan and the proposed Fees and Charges for 2019-20 are also on public exhibition.
General manager, Craig Milburn, believes the level of investment and the ongoing program of organisational improvements will deliver significant results in coming months.
"Our draft plans show that we'll be spending almost $80 million on a wide range of services across the Shire including our water infrastructure, storm water network and upgrades to our parks and playgrounds.
"We are also planning on undertaking even more engagement with the community at a local and village level and across the Shire to get feedback on the Community Infrastructure Strategy, Local Character statements and development of management plans for reserves and Holiday Parks," Mr Milburn said.
Council's corporate improvement program will see the implementation of new finance systems, further training for staff and a new range of mobile technologies to help teams better respond to community expectations.
"Last year our staff developed a vision to lead and work with the community to build an inspired, connected Macleay Valley. To deliver on that vision we need to support our community to understand the decision-making process, the complexities of financial limitations and the impact of government legislation.
"I really encourage everyone to take the time to review the draft documents, learn more about the work of council and the choices being made and share your views by making a submission," Mr Milburn said.

Submissions close on Tuesday May 21 2019, and must be made in writing either through the website, by emailing ksc@kempsey.nsw.gov.au or through hardcopy.
