"It will take a while for this recovery, but we will be here to support the community through it," he said.
"One of our top priorities at the moment is to make sure everyone has a roof over their heads and that families are reunited."
The NSW disaster recovery team will help coordinate other agencies to help the community with what they need to recover, from organising insurance agencies to mental health services.
"We will be rolling in mental health support, we have Chaplain at the evacuation centre and will continue to provide mental health support to those who have been affected," Mr Ferguson said.
"We want to be here emotional support as well."
We will have a delegate here in Kempsey to coordinate the recovery response, and there will be an ongoing focus on the recovery for the Kempsey area

The NSW bushfire recovery team will stay within the community for as long as they're needed.
"Our role is to asses the dimensions of the tasks and coordinate all of the other agencies to work together towards the recovery," Mr Ferguson said.
"The response will be largely driven by families and households who let us know what they need.
"For this area, at the moment, we're looking at getting stock feed, water and fences for property owners. As well as fixing critical infrastructure including telephone lines, opening roads and restoring power.
"Our crews have been on the ground here since Tuesday and have been providing intelligence of what the recovery effort will look like," Mr Ferguson said.
The NSW Bushfire Recovery team would like to thank the evacuees who have found temporary accommodation, locals who have donated to the Kempsey Evacuation Centre and the services who have helped run the centre.
"We will have a delegate here in Kempsey to coordinate the recovery response, and there will be an ongoing focus on the recovery for the Kempsey area."
