Labor on Thursday won support in the Senate for a select committee to also examine impacts on the economy, wages, social cohesion and workplace rights and conditions.
It will also cover challenges faced by temporary migrants such as wage theft, modern slavery and human trafficking.
The inquiry is due to hand down its final report in December next year.
