Several police cars arrived at the scene and on arrival, a man allegedly threatened police with a knife and scissors.
The man was arrested and taken to Kempsey Police Station where he was charged with two counts of armed with intent to commit an indictable offence.
The man was refused bail.
Meanwhile, ambulance crews were called to treat a bike rider this morning after the bike and a car collided in Port Macquarie.
An ambulance NSW spokesperson said the accident occurred at about 8.30am on the corner of Lord and Home streets.
Two ambulance crews were called.
The man in his 40s was treated at the scene for rib injuries and taken to Port Macquarie Base Hospital in a stable condition.
At around the same time, ambulance crews were also called to treat an elderly gentlemen suffering breathing difficulties.
