Ms Pavey is currently the minister for water, property and housing.
The Member for Oxley paid tribute to her outgoing colleague.
"This is a sad day for regional NSW, to lose such a great champion of the bush," Ms Pavey said.
"John Barilaro has been instrumental in delivering real change for regional communities across the state, through the delivery of record regional infrastructure in roads, hospitals and schools, as well as securing funding to build new dams.
"His legacy will live on through the Department of Regional NSW, which has given a voice to our communities."
"I was there when he was elected and I'm proud to stand beside him as he transitions to his next period of life.
"John has inspired me to continue his work and I have decided to nominate as the leader of the NSW Nationals."
Ms Pavey outlined her political background in putting forward her name for the position.
"I've got the experience, I've had almost 20 years at the NSW parliament, I have seen the dark days of opposition and I never want to go back there again, I want to see NSW continue to strive and be strong," Ms Pavey said.
"We are going into new times, but I think these times can be exciting, I'm looking forward to ensuring that regional NSW is put at the forefront of all decision making, that's vital for our growth, our prosperity, our jobs and our community.
"A strong National party is integral to a strong coalition and I am encouraged by the support my colleagues have shown me."
