An independent arboricultural report found at least two of the trees had poor root formation and were at risk of falling, and two others were lifting the footpath and damaging kerb and guttering.
Director Operations Robert Fish spoke to councillors at the meeting on Tuesday and said the trees are posing further damage to surrounding buildings.
"They are damaging the surrounding infrastructure in Smith St," he said.
"We do want a corridor type of effect for the main street, so we are looking into replacement trees for Smith St.
"We're also looking into opportunities to reuse the timber from the red cedars."
Councillors voted to remove the trees and establish new plantings in larger more appropriate plots to create an avenue of healthy trees.
Work will occur later this year.
