Kempsey Macleay RSL Club vice-president Darrell Crilley was midway through the prologue when as many as eight planes disturbed his speech.
The low flying aircraft created enough noise to stop Mr Crilley for close to a minute before he could resume.
Kempsey Shire Council has confirmed the aircraft were operated by recreational pilots and not the Australian International Aviation College (AIAC).
"Kempsey Shire Council has checked flight logs with Avdata Australia and can confirm that a group of recreational aircraft took off from Kempsey Airport just before 11am on Thursday April 25," a Kempsey Shire Council spokesperson said in a statement.
"The small convoy of aircraft flew along the Macleay River, through Kempsey and over Gladstone and returned to land at the airport by noon."
The AIAC is not permitted to fly out of the Kempsey Airport on public holidays.
