Kempsey Shire Council investigated this option; unfortunately, the NSW Local Government Act 1993 and the Crown Land Management Act 2016 significantly restricts Council from donating public goods of value to individuals.

While the cabins can't be donated, the council has received funding from the state and federal governments to help the Macleay recover from the fires.
After engaging with the community, council developed a Recovery Action Plan to guide the investment of these funds.
A partnership between the NSW Government and Andrew and Nicola Forrest's Minderoo Foundation has already seen more than 100 temporary accommodation pods rolled out with Kempsey receiving the first six last month.
The 7.2m x 2.4m units are fully self-contained and allow people to stay on their land while they rebuild.
